Your card is reading 100 Mbps. So divide by 8. That will give you MB/sec.And do not forget, while downloading anything, our computer is talking to the server in what is called overhead. That slows things down a bit to.
I have found this to help at times.

    Open device manager
    Expand the NIC
R-click the NIC and select properties
    Select the Advance tab.
On the left side, scroll down and find "Speed & Duplex"
    Under Value:
I select 1.0 Gbps Full Duplex

    Now the Power Management tab.
Take the check out of the box in front of [b]"Allow the computer to turn off this device to save power".
Some of the USB stuff in Device manager have the Power management tab and have the same darn box checked in front of that statement.
I disable it every time I find it. Read a webpage and your nic is shutdown is maddening.

Check it out, You can always reverse the setting back to Auto negotiate later if needed.

I have the 30Mbit/sec-offer(Mbps) divided by 8= 7.5MB/sec. so the reached 5MB/sec was ok.
I have also securely configures nt-services(rolled them back) and shut down unneeded processus.
    thanks for the hints.
    Should i get a double-protected(abgeschirmt) cable?

    abgeschirmt means shielded
    Shielded cat5 cable, I do , just to cut back on possible EMI / RF interference. { Elektromagnetische Störungen / HF-Störungen }

IIS I have never used. Seems like it opened things on the computer more than I liked.

    1) Jot down exactly how many minutes and seconds it takes to fill a large pitcher full of cold water in your kitchen sink.

    2) Start the cold water running full blast on all of the other interior and exterior faucets around your house.

    3) Now go back to the kitchen sink and jot down how many minutes and seconds it takes to fill that same large pitcher full of cold water.

    4) (Now go turn everything off).

If you did the test right, you should be able to tell that when all of the other faucets were running, it slowed down the amount of water coming out of the kitchen faucet.

Same with your internet connection. The more people sharing it, the slower your connection.

Same with your ISP. The more people actively using them, the slower all of their customer's connection. Afternoons when the kids start arriving home after school you might notice a bit of slowdown, but especially in the evenings when almost everyone is on the 'net.

    --

You also have to consider the speed of the server sending you the file, and the speed of their connection. If either are s-l-o-w, it doesn't matter what speed your connection might be, the file is going to be a s-l-o-w download.

Another thing to consider is the distance between you and the server sending you the page(s)/File(s). If they're on the other side of the planet from you, the data will have to be routed through a whole slew of computers and routers to get to you.

I will ask other people in town and try out on a friends pc with a different provider.
On the cable itself we have no sharing-restrictions. Cannot describe it more precisely. UP and DL is symmetrical(on paper)

There are a multitude of variables that effect upload/download speeds, some under your control and many others that are not.
