Thanks Train. The same problem. I D/L'd the file and again it is in Chinese. I can't understand it. All my regional settings and keyboard settings are set to English (Ireland). Have a look at the pictures of the install.

Make sure that you removed the Chinese version before unpacking the second version.
The zip file cports-x64.zip (86 KB) contains cports.exe (134 KB 30 June 2011 7:20 PM) plus chm and readme files.

I must be doing something seriously wrong here. The file I downloaded from the most recent link is a file called network_activity_indictaor_by_laushung-d3ekd45.exe.
When I run the file I get the three screens as shown on my previous posts. When I follow through it creates a folder and sub folder as shown below.
As you can see from test1 it shows the install file beside the folder the install creates.
Test2 shows the contents of the installed folder and test3 shows the contents of the sub folder.
Thanks for the replies. Still no luck. Installed .net as suggested. No success. I do notice however that the file size for everything installed is 0kb as shown in the picture below (test1).
I keep BitMeter floating in the bottom right hand corner of the screen. It tells me all I need to know about download and file transfer speeds at a glance. I know right away if some program starts uploading or downloading. It also keeps stats which might help to keep you from exceeding bandwidth limits associated with onerous surcharges. I used to use Networx but found it buggy. BitMeter might not be as pretty but it tells me everything I need to know, is very configurable, and never causes any problems. http://www.snapfiles.com/get/bitmeter.html
