    power supply leaf blower noise?

This happened about a week ago and I did a hard shutdown and reboot and the temporarily went away, now it's back. I have a Dell Optiplex GX280, with no peripherals pluged in. When I try to boot the cpu I hear 6 long beeps, and at the same time the power supply starts to rev up, and sounds like it has a leaf blower in it. The system just stays stuck at that point. I'm joking about the leaf blower, but it does have a fast fan and loud noise. Any thoughts would be helpful. Thanks
ps I did add a internal USB card 2 months ago.

Check the caps on the motherboard. The GX280 is known for having bad caps.

Did you try cleaning/reseating the ram?

You might try reseating the CPU heatsink as well. Is this the SFF version of the GX280?
