Unhappy Weird graphical artifacts even in DOS (pics inside), can only boot in safe mode

Here's a few pictures I took on my phone

    The BIOS

    During POST

    Booting XP in safe mode

I can use my PC in safe mode (I'm using it right now to post this) but it wont boot normally. Ive tried reinstalling the drivers for my graphics card but no joy, my specs are as follows

Operating System: Windows XP Professional (5.1, Build 2600) Service Pack 3 (2600.xpsp_sp3_qfe.101209-1646)
    Language: English (Regional Setting: English)
System Manufacturer: ELITEGROUP COMPUTER SYSTEM CO.,LTD.
    System Model: P965T-A
    BIOS: Phoenix - AwardBIOS v6.00PG
    Processor: Intel(R) Core(TM)2 CPU 6400 @ 2.13GHz (2 CPUs)
    Memory: 2046MB RAM
Page File: 524MB used, 3418MB available
    Windows Dir: D:\WINDOWS
    DirectX Version: DirectX 9.0c (4.09.0000.0904)
    DX Setup Parameters: Not found
    DxDiag Version: 5.03.2600.5512 32bit Unicode

Any help would be appreciated, I just hope its not a hardware issue

Looks like bad ram or motherboard.

Download UBCD5, burn it to a CD, then run Memtest86+. Link is in my signature.

Also check for bad caps on the motherboard.

I doubt flashing the bios would help. Did you check the caps or not?

I don't see onboard video in the specs. What video card are you running? Did you try swapping video cards?

    Thanks

Geforce 8800 GTS (640mb) PCI-E, my other PC is old and doesn't have a PCI Express slot, likewise this PC doesn't have an AGP slot to try the card from my old PC. No onbard graphics either

I suck at soldering so the caps thing seems a little out of my league

edit: A quick google found a guy with a similar problem and almost exactly the same card

Really hope I don't need a new card

Just check if the motherboard caps are bulging or not. If you don't know what I mean, go to the link I posted.

Borrow a video card if you have to. Start with the obvious culprits first.

Turns out it was the card after all, got a 1gb Radeon 5670, seems to be more or less on par with my old cards performance

    Thanks
