Thumbs.db only appears if you show hidden files and folders in Folder Options. It's a hidden file.

Its not the fact that its there, its the time it takes to scan the folder that I find objectionable

If you're talking about scanning with an A/V, put it in your exclusions list. Any decent A/V and/or anti-spyware program will offer that.
Thank God we're not getting all of the government we're paying for!

If you don't want thumbs.db to appear, you need to disable thumbnail caching.
