I am running Windows XP Pro x64, which has run well for me for nearly 2 years. Just recently I cannot use the Windows Update site, it states:
Administrators Only
To install items from Windows Update, you must be logged on as an administrator or a member of the Administrators group. If your computer is connected to a network, network policy settings may also prevent you from completing this procedure.
Note If you are running a Windows 2000 (except DataCenter), Windows XP, or Windows Server 2003 operating system, you can run the local administrator account on your computer without having to log off and then log on again.
I am and have been the only user and Administrator. I have search all of Microsofts resources, many other places on the Web with no help. I have reset all permissions, re-registered all the appropriate .dlls, nothing helps. There is no error code and all the automatic updates download fine, I can even download individual updates so a messed up WGA does not seem the problem.
I have Avast running and have run Ad-Aware 2007 with no hits. Also I have run HiJackThis and have not seen anything out of place.
All the updates come down automatically and install without a problem I just cannot go to the update page and download manually. This is a recent problem, one that I believe started with last months update.
I have not done a repair install has of yet as I haven't considered it such a serious problem for such a potentially complicated action, This is an x64 installation and I have well over a TB of data and programs, drivers, reinstalling some of the hardware as well software,..ect. But my machine not doing what I want it to do is irritating.

After running a Repair of XP you go to the Windows Updates Site to get the 80+ Updates which you need to reinstall. The Updates download but will not install.
This is due to a silent update that Microsoft deployed widely in July and August.
Since this download of new support files for Windows Update, users of XP's repair function have been unable to install the latest 80 patches from Microsoft.
The fix is to register some dll files
Start/Run and type in the box
regsvr32 /s wuapi.dll
OK
Repeat the above for all of the following dlls
regsvr32 /s wuaueng1.dll
regsvr32 /s wuaueng.dll
regsvr32 /s wucltui.dll
regsvr32 /s wups2.dll
regsvr32 /s wups.dll
regsvr32 /s wuweb.dll
The Updates should install now

I've run Spybot SD with no problems found, CounterSpy will not run on a XP Pro 64-bit system and the cmd entries for fixing Microsofts update problem are for a x86 32-bit system.
I have tries all of the suggestion on the Mircosoft knowledge base website, none work and MS has very little info particular to x64. I have Googled, Jeevesed and any other search site you could mention for clues to this problem without joy. All my permissions are set full for Everyone and the only problem is getting MS's update page to accept that.
I attached a screen shot, as you can see no error code. I have even emailed MS for any ideas but have yet to receive an answer.
I suspect that you are quite right about this being a result of a Windows update, and if, as you say, it is not a major inconvenience, I would sit tight until MS patches that offending update. I certainly wouldn't want to completely re-install that particular setup and then find out that a few days later, there was a patch or fix available.
Another alternative is System Restore to roll your configuration back to a healthier time. If no joy, you can always undo the restoration, start up System Restore and choose "Undo my last restoration," and click next. http://searchwindowssecurity.techtar...168044,00.html
I guess I must wait and see what the next MS updates do, as I mentioned it is at the moment not such a big problem, I get the automatic updates and can download any extra updates/addons from MS's catalog. But it is like having a nice car with a big scratch in the hood, it doesn't affect the function of the machine (much), but ever time you see it, you get pissed off.
If anyone comes up with any other interesting and/or practical solutions, I would appreciate it much.
It might also have been a security program, A/V or firewall update that created the problem. Have you tried disabling them for diagnostic purposes?
Keep in mind that as each day passes, System Restore becomes less of an option.

I have also tried the update site using my VMware installation of Windows XP Pro x86;
there was no problem with Admin right with the virtual OS. Some automatic update induced settings error, specific to my host x64 installation is most likely the culprit. I would like to find the problem with out having to do a repair installation.

I was suggesting a System Restore, which is something quite different from a Repair Install. Microsoft recommends a Repair Install only if "There is a registry problem that cannot be solved by using other tools such as System Restore."
At least with a System Restore, you can undo the changes if you don't like the result. If you want to keep your options open as long as possible, you should allot more space to System Restore. Windows deletes older restore points every day that it no longer has the space to accommodate.
