PC won't power, but the PSU is good.

got a bunch of trash picked components and some from ebay. building an internet/ term paper box for a friend.

    pc 1

mobo is OEM made for hp i think. initially powered up fine after i hooked up everything. but i got no video feed. the vid card is good, i tested it in another rig, the ram is good. the psu is good also, the only untested devices are the mobo and cpu.

    p4 1.5ghz socket 478 willmatte (256kb)

now the pwr sw being pressed yields nothing

best psu i got is a no name 400watt. 12amp on 12v rail... that enough?
second best is a 250 watt bestec 14amp on 12v rail. same result.

    pc2
    duron 750mhz
    new proc new mobo
    power but no vid feed
    System now:
1.8ghz northwood. (will pin mod to OC later)
    568MB DDR1 at 200mhz
    Sapphire Radeon 9500 np
16GB 15k scsi if i can get it to work
    160GB wdc RAID 1

it's probably a bad board if the psus test ok. you said you picked up "trash" components? i've seen quite a few Hp boards with bad caps.

it powered initially. but no vid feed (what the amd solution is doing now)
then I pulled plug because I think I had not hooked up the fan for the cpu (heatsink was on there though) after that it was all no go.
i pulled off stuff one by one, took the fan and put it on another heatsink I got, then as i pulled the last stick of ram off, the board powered and started beeping that it had no fan on the cpu. (one long beep, silence one long beep)

thought ok.... p4 has overheat protection throttling so the proc didn't cook.... heatsink didn't even get warm. went to work, came back, hooked up a fan and put in a (good) stick of ram. back to no powering up. wth.

and the other pc is amd board which was new a few years ago, been sitting in my closet in a static bag with the 750 duron.... installed a heatsink, stole the fan from the other board (the no power one) and it powers but i get no POST beeps nor any video feed.

    what gives!?!?!

the irony is i got an old 440bx board SLOT 1 p3 550mhz, and its proving quite reliable (i tested all the equipment I got on it, and it all works) even overclocked the chip to 604mhz and it posts...... but i don't want an old slot 1 p3, i want the 1.5ghz willmatte or 750 duron....

besides reseating the vid card and ram.... what else can I do?

are you testing the mb/cpu/ram/video outside the case on a nonconductive surface?
