Check the BIOS for a resume on power loss setting.

I check and it is set to always off..
Actually before this when on the AC, the fan turning on itself and the hard disk light and the CD-RW light will keep blinking even I didn't on the cpu button
So I got a new power supply and change it, the blinking goes away but the fan thingy is still happening....

It has to be a setting in the BIOS somewhere.

I have set to factory default but still no luck...

I do not understand what your problem is.
Turning on like this is not a problem. It is a feature somewhere in the BIOS that needs to be turned off. It does not hurt anything. If you want to turn the computer off, then push the button to turn it off.
Does it stay off then or does it turn back on?

It appears to me you are using the switch on the back of the power supply and the front power button each time to power on and off the pc . Some systems are designed to power the system board when power is initialized to the power supply , including fans . You really only need to use Windows to shutdown the pc or use the front power button only . The AC switch on the power supply should remain on at all times .

If I shut down the pc by start button, it shuts down properly for windows and all lights goes off but the all 3 fans still spining....
It is ok that I just off the AC but just like to know what is going on.

Right click on your desktop, select the screen saver tab, then click on the advanced tab.
See what it says under "when I press the power button on my computer".
You should have "shut down" selected in the drop down box. It sounds like you have "stand by" selected.

I tried plug in a old hard disk, reformated and reinstall a new winxp, still same problem.... Maybe the motherboard is giving way....

Try a bios update . If that doesn't fix the problem then the motherboard has a problem .

What are the system specs and how long has this been happening?

Thanks for all help, I think I will just let it be and off the wall switch AC after I shut down.... Hopefully the board will last for long time...
