    HDD not recognized on MAC

Bought a new Seagate 20GB ATA HDD for an old Emac that had a busted HDD. When I boot off the OSX CD to install the OS there is no HDD recognized. The last HDD had the same problem. However, I took the old HDD and formatted it on my PC and it was recognized. I have set the jumper to cable select and have even tried all the other jumpers. Some people say you have to prep a drive for OSX first. I really need to get this Emac off my hands and back to the owner and no one has been able to help me yet. Guys, if you know, then please help me. Sysopt has been helping me for years.

Is there a Utilities folder on the OSX CD with a drive setup utility in it?

Not sure, but the CD hasn't allowed me to do anything except attempt to install the OS. I've heard about disk utilities, but I haven't seen any at all. I've looked.
