I increased the voltage to 1.525 and viola, 4 GHz stable!

38C idle and around 48C load, I'm very impressed so far. With low temps like that, I'm tempted to push the voltage and see if I can overclock it more.

I'm using a Thermaltake SonicTower Fanless CPU cooler with a Vantec Stealth 120mm case fan. I put Vantec copper headspreaders on my RAM too. There are 6 80mm case fans assisting with the cooling job as well.

    Here are full system specs:

    P4 3.2E at 4.00 GHz (1000 MHz FSB)
Thermaltake Sonic Tower w/Vantec Stealth 120mm Case Fan
    ASUS P4P800-E Deluxe
    2 GB PC3200 DDR SDRAM (Kingston/Micron, 2x 1 GB DIMMs) at 500 MHz DDR
    Vantec Iceberg DDR Copper Heatspreaders
    BFG Geforce 6600 GT OC 128MB DDR3 AGP8X at 600/1200 MHz
    Sound Blaster Audigy Gamer
    Sound Blaster Live! 24-Bit
Leadtek Winfast TV2000 Expert PCI TV-Tuner
    ALi PCI USB2.0/Firewire Controller
Western Digital WD120JB 120 GB 7200 RPM 8 MB (Primary Master)
Samsung SpinPoint 80 GB 7200 RPM UDMA133 (Primary Slave)
Seagate Barracuda 80 GB 7200 RPM UDMA133 (RAID Master)
Western Digital 40 GB 7200 RPM (RAID Slave)
LG 16x DVD-ROM Drive (Secondary Master)
BenQ 16x Dual Layer DVD Writer (Secondary Slave)
    Enermax UC-9FATR2 Multi-Function Panel
Enermax 450 Watt Dual Fan Power Supply
    Enermax Full-Tower Server Case (Black)
    6x 80mm LED Case Fans

Possibly, but I think having higher performance memory and possibly high RPM SATA hard drives would help. The memory in this PC is just off the shelf value RAM, with heatspreaders and overclocked.
