Motherboard Limits, Memory and CPU Compatability

If a motherboard supports CPUs up to AMD NewCastle 4000+, but only supports ram up to a speed of PC2700, would the AMD 4000+ clocking speed be optimal, or would it be held back by the motherboard's limitations and memory's lower speed?

    Thanks

The motherboard in question is a pre-installed HP motherboard.
