"install the WIN98 CD Rom" blah blah
Im going nuts trying to update my 98SE which "was" working great.
I had to move a USB PCI card to another slot so I could put a 56K ISA modem in the shared location. This is an old P2-300 Compaq deskpro 4000 machine.
When booting up WIN it detects the NEC USB card as a new device and to install the CD ROM, etc.
Naturally it cant find the file(s) Where are they located? They loaded just fine during the initial install of 98.
I get the same nonsense when trying to install the modem which should be automatically installed as a "standard modem" which is what it does in other PC's.
The first message is "serialui.dll can not be found" followed by several others it cant find either.
Whats the workaround for these problems?

Mod w/ an attitude
The work around is to download the correct drivers and install them according to the install options.
There is no work around.

If the drivers loaded OK the first time from the CD why not a 2nd time?

If the drivers are on the machine already something has messed up the registry as far as where to look first.
Manually search for the files mentioned and note thier locations, then point windows to them. Ive done it, it works. Its a pain though.

Another possibility is to use subscription based service to ie: driverhq, others, they often have automatic install or rollback driver features.

98SE not really a bad OS if tweaked right with the right hardware

Just as ME can be good, I use it on box #2. No problems at all going on 4+ yrs.
But I always copy in DOS to D partition and install from there

If they loaded fine on the original install of Win98, just point it to your CAB files.
C:windows\options\cabs
