How can i prevent(disable) the shutdowns??
Hello, im looking for a way/program to disable the shutdowns in a winxp pc...please help!

There are no "shutdowns" . Is the system shutting down or restarting on its own ?
You should turn off Auto Restart to get the standard BSOD error page so you can troubleshoot, if thats the case.

no i want to disable the shutdowns so that noone will be able to turn off the computer (interested in public pc's)!
please help...i've looked all over for a solution but noone knows anything..

Well, for one you'd have to figure out a way to disable the power switch on the computer so that people cannot simply press the button and enter the shutdown sequence. But if you disable/remove the power switch, it'll be a pain to even get the computer running in the first place.
Software-wise you could try something like this:

I think this will have to be both software and hardware implimented!
The power switch would have to be rigged in such a way that the clients wouldn't be able to fiddle with it! Fitting a second switch behind a locking door would do the trick & you could leave the original power switch in place (without any wiring attached) as a dummy! You'd also need to disconnect the Reset switch lead from the Mobo. You may have to modify the front panel to take a second switch, but it's definitely possible.
Software wise - It may be that something like X-Setup or Tweak-Xp has a lock option.

I agree that using the Group Policy editor is the easiest way to disable shutdown. You can specify who can and can not shutoff the system. We only allow the local administrator to shutdown the computers in our client areas.
I agree you would need to secure the computer system because hitting the power switch causes xp to shutdown.
