You need to rethink your physics. I'm not confused at all about using heat sinks. A rougher surface has more contact area assuming you are using a thermal compound that fills gaps. The same principles apply with a liquid as it does with air when it comes to transfering heat. Thermal pads are in a liquid state when they heat up. You should take your arguement up with the engineers that wrote the specs.
