Turn your settings down and turn v-sync off.
Of course, you wouldn't normally play games this way will you?
I usually run benchmarks with the settings I'd use to play games.

But this makes it more dificult to compare your system to others. so you have a score, but what should you do w/ a score when you cannot compare it? in this case its just a meaningless number.

Holds less meaning when comparing to others, but holds more value when comparing to your own upgrades.

to get the full power out of the 5900xt, you gotta overclock it.

I would refrain from doing a bios update, though. you could screw up your card. try just overclocking first, if you want.

You can get a better score
Disable v-sync
Turn off AA and AF
Set image quality to high performance
Force Mipmaps None
Run benchmarks with these settings, you will get a much higher score.

the P4A is a tad weak (your only real weak link there), but even so, with the TI4600 you should be getting about 9000-10,500 (I think). Because way back in the day I easily got 10,500 with the old Soyo Dragon K7(KT266A) D+ board and a slighly OC'ed gainward TI4200. and I had an XP Paly 2000+. You might try unloading any apps you might have running int the background (msconfig), tone down windows to "classic" interface. Make sure your at the right res. (1024x768@32bit@85Htz refresh rate). Sometimes just reloading your video driver and or using a different one will make a difference with nvida based cards. For instance if you have Nero or Roxio, Norton (you can manually just left click and exit A/V/Firewall apps usually) running in your sys tray you should either exit that or disable auto run in msconfig, and a few other things you might have running. V-Sync Off and other stuff as suggested by the gentlemen above.

The refresh rate shouldnt make a difference, when v-sync is off...

Where did I mention that I compare scores to others? I didn't. I tweak my system to see if I can beat my own score.
