CDRW not working
I have a Verbatim VBT321240A CD burner. It reads and plays audio CD's normally. As soon as I insert a blank cd-R or cd-rw and close the tray the computer temporarily "locks up", even without any cd software running (none in background either). As soon as I eject the media from the drive everything operates normally. Have tried both Imation and Maxell media. Device manager indicates that the drive is working normally. Even removed the drive from device manager and rebooted. Windows 98SE again recognized the drive correctly but it did not solve the problem. Thanks for any help.

Seems your drive dont like those brands of media. Try some others. Also, you might need to upgrade your drivers and firmware.

How many burn programs are installed and have an icon sitting in the Systray?

Boot into safe mode and see how many times the burner shows up in Device Manager.
