How the heck would you do this. in the link it looks like the guy has a Volcano 7 on a TI 4200 how would you do this?

That's not a V7. Look again. It's a blue Vantec type HS w/copper fins and an 80mm fan. It may actually be heavier than a V7!
The way to do this is to use thermal epoxy to glue it on. Arctic Silver makes this stuff.
P.S. These people are psycho/bored.

Lordy Lord! That's craziness, I want it!!!! It's not really butchering the card becuase that would most likely kick the pants off of the stock cooling that came with the card! i.e. He wants to overclock that bad boy.

Too bad the major factor in overclockability isn't the chip, but the components of the board. Why do MSI and Albatron's generally get massive overclocks compared to most others, it's not that they get better chips, it's the layout of the board and the quality of the components on it. It'll give him some increase in the core, but not much. If he bought that cooler just to stick on the card, ten he pissed his money away for the performance increase he is going to get more than likely. I've used CPU heatsinks and fans on a 4200 ti in the past, a stock AMD cooler gets it nearly to where watercooling the gpu gets it - thus the core's temp isn't the issue, it's the components.
Unless you have a spare heatsink lying around, it isn't worth the gains from what I've seen.

Yeah, i ouldnt be suprosed if the weight of the sink+gravity warped the card after a while
