You are really close. I think it means more like, "It's a statement: (Making fun of those who...) Spend more (money, time or whatever) on the way something looks than the way it works (or performs)."
Kinda like spending $1,000.00 on a computer and hours of assembly time for one that has lights, bells and whistles but performs about the same as a $400.00 one in a plain case.
Or, $4,000.00 worth of fat tires, fancy wheels, neon lights, Bose speakers, 200 watt Kenwood amp, and a five CD player...for a Kia.
