The tape is not all that good, carefully remove it from the HS and processor surfaces, and use Arctic Silver compound, should get you a few degrees cooler. You may also want to add a fan or two to the system to remove the heated air from the case, you didn't say how many fans and or blowholes
Be sure to reinstall the HS correctly and carefully as well.

my xp2000 maxes out at 40 C load with my Thermal Integration V77L heatsink/fan. I used the grease, and I have a total of 4 case fans in my chieftec case.
This is where my signature would go if I wasn't so lazy.

Considering the way you treated the guy in the "unique o/c" thread, 123essk, I'm not sure I should help. But hell, the sun shines on even a dog's *** some days.
I'm quite happy with my 1800+ O/Ced to 2000 (147x2 FSB), and that's with the thermal pad and standard retail HSF. Might want to pull that pad and have it checked, because I don't think you have it seated right.
Thermal grease is the way to go, apply sparing amounts, as little as you can (according to the more knowledgable membes here).

You might want to get rid of the paste if you want, but a better heatsink will get those temps down.

Yes, get a copper heatsink and it should help the temps go down.

Thermal padding with AMD retail HSF's is not a good combination. Amd heatsinks alone aren't at all special.
With that cooling, you should be in the mid ~40's. So somethings not right.
I'd follow leprechaun_40 advice and apply alittle AS3 on top that 2000+. Silicon would also work, though its heat transfering abilities don't compare with AS3.

get yourself some better paste,
but a nice copper heatsink with a nice fan would do the trick,
Remember copper can remove 2 times the heat as allim but it takes 2 times as much cool air to cool it.

Thats true. Copper is twice the thermal conduction but half the convection ability as aluminum.

I'm not sure I agree with moedank's appraisal of the stock HSF from AMD. I've used mine from day one, long before I O/Ced the system and added fans. In fact, it was moderately FSB overclocked (138x2) without any extra fans in the case, and it ran perfectly.
Even though I have a few more fans than stock in there, the backbone is the stock HSF and thermal pad, and it does fine by me.
I'm not making a generalization for the "FOR" side. I don't see how one opinion can be definitive of the "NAY" side.
Just my 2 cents...

me using the Stock Blue XP HSF too
and it runs good for me
the only thing i don't like about it is that it glocs up with dust too fast cuz the sink is too tight
but if you vacuum it once a week then is good
