To test the nic, you can always "ping 127.0.0.1". This ip is a universal loopback ip address. Your nic will ping itself. I usually use this as a standard first test.

Like prttybean said use DOS. The fact that you only see 2-3 characters does not mean much. Most of the characters possible by ascii are nor printable in windows.
