Constant short beeps could either be the PSU or the motherboard. Might be that you need those 4 extra pins that are missing on the power plug.

If it's now just happening in his browser it could be flash-generated popups from underlined words/links. I can't remember what they're called but a screen shot of what he's getting would help...

My vote is on the RAM. You might want to pull the DIMMs and re-seat them.

I would guess crappy filtering and the PSU was throwing noise back into the mains. It did something the 2Wire router didn't like.
