You say it an old system. The ATX spec has changed over the years. Some PSU's you find today are not compatible with older ATX motherboards.

Disable all the bells and whistles. Disable anti-aliasing, reduce the resolution, set deatils to medium or low etc...

This should work in the U.S. Assuming by digital they mean HDTV, the standard is the same worldwide. With such a tiny antenna, It probably needs to be in a Metropolotan area to get signals
