1st check to see if floppy drive light stays on when you turn the pc on,(it should only flash a few times) if it does turn the cable in connectors on mobo round

i have had a quick look on intels site and it looks like you will need to set the settings for the cpu in the bios, this is very easy to do so dont worry.
is the harddrive brand new or does it...

buy a new graphics card now either the geforce 4 or radeon 8500 then when you can afford it get new psu, mobo,cpu and ddram, and sell your old mobo cpu and ram

what motherboard have you got?
do you need to set the jumpers and dip switches manually or does the motherboard use softmenu?.

take the cpu out and try again, ive got that mobo and a 1.8a same thing happened to me, no sync input, now it works fine

try making another boot disk firstly just incase any of the commands havent been copied to the floppy (this has happened to me a few times)
then when you get to the a prompt try fdisk->,delete...
