The state govenor has control over the state militia, ie, national guard. if/when a disaster occurs, it is within the govenors power to call up/utilize those troops to his/her best ability. SHOULD a disaster/occurance be expected to overwhelm the capability of state/local government, the govenor can REQUEST assistance from the feds. That request can be done verbally, but legally needs to be a written request. the govenor(s) of the affected areas of katrina/rita requested federal assistance to include federal troops. bushy can't impose federal assistance without requests, which occured in the circumstances of said recent disasters. fed troops were not dispatched to 9/11, as they were not requested.
