There used to be a software package called Virtual CD that did just that job.

This be what you need Parallaxis Virtual CD
    Do a search for vcd201pr.exe

The Virtual CD helps you to create an unlimited number of CD-ROM disks on your hard drive by emulating the CD operation. The main advantage of using the virtual CD-ROM is that the emulated CD disks are MUCH faster than the real ones. You may also want to play a game long after the CD-ROM with the game is taken by your friend.

I think I read about that somewhere in the EULA in my games. It says something about that being 'illegal', whatever that means.

Norton has a virtual CD that they usually package with GHOST.
