What is the minimum flow speed of a water pump in a water cooling system?

im building a water cooling system, and when it come to the water pump, i dont noe which one to buy, what is the minimum speed of water flow require of the pump for the water cooling system.

second, for the radiator, is it better to use the oil cooler of the car than the heater core to cool down the heated water?
