OCed celeron
I clocked my 667 to 832(83Mhz fsb), but can't get it to post at 84.
Using abit vh6 II,
256 pc150,
minimal cooling,
low end ndiva agp vid
(on a ridiculously small budget)

What is your AGP divider set at?
If it is set to 1/1 then your agp card is ~20MHz above spec. Set the divider to 2/3 or 1/2.
What is minimal cooling? Stock heatsink and fan? If so, you will need to upgrade.
Also have you tried 100 FSB yet? I have had issues getting some boards to work on the middle FSB settings but the standard ones (66,100,133) worked just fine (with the correct jumper/divider settings).

I think it is at 1/1, I bought an antec twister( remember the budget),a low end intake and just the psu for exhaust. I hadnt thought of trying to go higher, i wa thinking i might have to raise the cvoltage

You will more than likely need to up your Vcore, but the AGP divider must be lowered. Also you will need better cooling, you can get some thermal paste from Radio Shack which will help and is also easy on the budget.
