harddrive size problem and cdrw stability problem

i have a seagate 10 gb hard drive and recently after a reformating and reinstalation of windows 98 it shows that the hard drive is only at 4 gb, i have tried re formating but it doesnt fix the problem. also i have an un related stability problem with a new samsung 8x write 4x rewrite CDRW drive, it will only burn at 4x without any errors which causes me to have to turn back the burning speed so i dont get alot of nEAT looking coasters(dead cds). if any one has any ideas as to the causes of theses problems please let me know..i would like my hw to perform to its fullest..
