Office 2000/Internet Explorer 'Help' problem

This page provides potentially unsafe information to an ActiveX control. Your current security settings prohibit running controls in this manner. As a result, this page may not display correctly.
The above message comes up whenever I run Help in Excel, Word and Outlook (all 2000). It doesn't come up in Powerpoint and Access. I have the latest patches installed for all the above programs and Internet Explorer (currently in v 5.50 w/128bit security). I am running Windows NT (with latest patches) as my operating system.
The last time it happened, a simple reinstall of Internet Explorer did the trick, but now it's come up again about a month later. Due to the amount of computers in the office and the busy schedules the staff have I'd prefer to not have to "borrow" each one at various lunchtimes to fix them all, only to have the problem come up again a month later.
Any ideas?
