All the Win98 CDs I've had pass thru my hands were bootable, but I have not had one of the "Upgrade" versions. When the CD boots, you get a menu that give the option of starting setup, booting to command prompt with CD drivers, and booting to command prompt without CD drivers.

I have a Windows 98 upgrade CD and it is NOT bootable. Maybe it works with only the Full version CDs (?).

thats how I made my first boot cd and since have made several and sold them...got my first idea from the gateway company...now there is a nice set up for restore or to reformat or to just reinstall the os...neat and with little or no user intervention
