Temp files help

Can I do any thing with the temp files and cookies in Content IE5 folder. Seems like alot of temps/junk in that folder. I moved the whole folder to a different location to see if it would effect Win95 or IE5. It didn't. Looks like Windows recreated it and all the files along with the cookies. I thought by cleaning up those files, system may run better.
I'm running with 64 megs of memory and the system uses it up in a hurry. I installed rambuster software to visual see available ram during bootup. Win95 bootup uses about 40 megs, IE5 10 megs and Outlook express about 4 megs. With certain screens and graphics I run the system out of memory to the point the only thing I can do is move the mouse. With no response from the computer. I get a screen saying out of memory and to shut down some applications. Problem is I don't have any visual application running. Whats all this memory being use for?
Any suggestions appreciated.

I get the same problem with my system with 128MB of RAM and Am still looking into that.

As for cookies and temp files and cached files from net browsing all can be deleted but new files will come back next time you surf the web. These files are just images and stuff downloaded to the HD to stop memory running out. These should be deleted by the browser when it gets above a certain limit, which you can set (don't know exactly where in IE) and there is no prob from deletinf files from cache. Cookies is something else written which if you open it will have a list of places you have been and stuff. It can be deleted but will just come back, not as important to delete this as deleting tmp file and cached files
