    now the question

    Can i have two pc,s using ADSL, connected to a hub and each pc act independently, viewing different web sites etc, playing game in same net game etc. Do they have to each have their own static ip? or do both use just one, how does this work???

    you just need to get a proxy server program like wingate, sygate or internet gate. they are shareware. if you use one of these you will not need to get a second ip and both computers can surf seperately however the second machine will be considerably slower in my experience.
