Newbie to overclocking?
You've come to the right place.
Before I can give you much useful informationn, I need to know what type of CPU you use, and perhaps what motherboard & RAM as well if you know.
There are lots of great overclocking how-tos out there, here's a few:
http://www.overclockers.com/tips23/
http://www.maximumhardware.com/overcloc.html
These are mainly about "Celeron" CPUs, which are Intel's "lower-end" CPUs, although they aren't too far behind the P3s in simalar clock-speed (mhz) performance.
As soon as you get us some more info, we'll give you all the advice & info we can. And if you have any questions, no matter how basic they seem to be, feel free to ask.

thank you. yes I am very new to pc's all together but a month ago I got a gob in the computer field and they train which is hard to find .so I bought a cheep pc for now to learn on and this stuff is cool.{Ive always been a car freek and Ive built many hotrods and it computers have all of the same caricteristics "the faster the better"and im the type of guy that if it does something then tweek it!}.Ive learned so much in the last month Ive almost fried my brain not to mention my pc . a month ago I didnot know what a motherboard was and now im o\c'n s**t
anyways unfortunatly I only bought a dell optiplex gs with a p133 {the guy told me it was a 166}but I thought it was a good start now it is o\c to 166 the max jumper on the board is 200 but it will only boot in safe mode on 200so Im at 166Mhz right now . Idont know what mobo I have but I know its a FX chipset and the tag # is 9pgt2 it had 16meg of ram when I got it {horrible} and now I have 40meg of ram 72 pin fast page I would like to keep this for a nother month or so and then buy a atx case and buy a athlon or a p3 to put in it unless im still low on money then I may get a celery.if you need more info let me know.
thanks.

Sounds like a heat problem keeping you out of 200mhz. Is thee fan/heatsink on that thing very big? If it's one of the dinky copper ones, perhaps you should replace it with a larger, more powerful one. And try placing a very thin layer of silicon thermal grease (dielectric grease) between the heatsink & CPU. It reduces resistance in the heat transfer between thee CPU & heatsink.
Otherwise you're doing everything right.
So that motherboard doesn't have individual settings for multipliers & FSBs? Just one setting for thee type of CPU?

actualy I dont think it is a heat problem it only boots in safe mode even when its first turned on{cold}. and at 166 it does not seem to be hot .the p133 does not come with a fan but it comes with a huge heat sink, twice the size of the chip in length and width but it is about 3 1/2 to 4 in. tall.but like i said when I touch the heat sink down at the bottom by the chip it just feels luke warm and thats after about four hours of use.actually my sound card felt hotter.and I have been getting some static out of my right speaker when I get program sounds and when I use cd sound I get no sound out of my right speaker . do you think I need a new card or driver, or mabey just a bad conection? I will look at connections when i get off work any way ,Iwork untill 11.00pm and imallways checking in if im not answering calls so ill be looking for ya .
oh yea I noticed your last reply was at 5 or 6 am I work 2nd shift so actualy I was crashin at that time TO EARLY FOR ME!
