Waterfall Pro settings

I'm a bit confused as to the CPU load setting in Waterfall Pro. Should I set it to throttle back at 30-40% CPU asage, or 70-80.
The idea (I guess) is to cut the power back to the CPU when it is not in use (idle) to reduce heat. Right ?

I could be wrong but I think the throttle % is how much of the processor youd like to be used at max, meaning if your playing a game, usually the computer uses 100% cpu cycles, but putting it to 40% would only use 40% and would cut down your performance. So really overclocking and only using 40% of the chip is kinda useless
