voltage to overcloked 291mhz intel mmx

What voltage i could use to my overcloked cpu. My computer is 233 intel mmx (not P2). I overcloked it to 291, but it "boot" when i try to go windows. is the voltage the reason for that problem

Before you attempt higher voltage, make sure you have extra cooling for the cpu. I got a p233 @292 using 2.9v and I can push it to 300 @3.1v but I replaced the cooler with a heavy duty one.
