Are you using the manual configuration or the preset configuration? I have a SOYOTEK SY6BA+ w/ a 300A. I choose the manual setting at 83x4.5 (the multiplier is locked on the 300A). This setting produces a machine running at 376Mhz.
I have tried to go 100x4.5, but the system hangs after displaying the Windows startup screen. It seems that the people that have been able to get it to work, increase the core voltage to 2.1 or 2.2 volts (from 1.9). Unfortunately, SOYO only allows changing the clock speeds not the voltage (like the ABIT).
From other postings and reading in various web sites, it seems the PII 333 is not as good to o/c as the 300. In contrast to the celerons, particularly the 300A, which just beg to be overclocked.
I do have a friend that has a PII 333 o/c to 392, by choosing 112mhz with a 3.5 multiplier and setting his AGP to 2:3.
Good luck... Ralph
