Window error at start up

When I boot my computer with win98 I get a message that Explorer.exe has performed an illeagal operation and will be shut down.
Explorer caused an invalid page fault in module explorer.exe at 0167: 00401f31.

I tried reloading windows and get the same error. Anybody have any suggestions?
