Blue baćkground-bar of sysopt-login disappeared

Already disćussed: On winx-pć some ćhangings were done reg. fonts and more. blue baćkground-bar of sysopt-login is disappeared, its fused with white baćkground. where is the trigger? it seems i must ćhange the ćolor from white to blue. sorry for the aććent on ć, father set polish language.. ACCENT ONLY DISAPPEARS WHEN IN KAPITALS....
win7 is ok, so i ćan ćhećk/ćompare there.

come back and log back in.
Should be correct then.

didnt work. i have blue titles and commands. black text.
must be in the settings. could compare with my pc.
but which setting will set back that bar behind login-window to blue? winxp

i see sysopt blue but blue bar non-existent. will now go home and list my setting or ćhećk whićh one it ćould be. or you will tell me.
