Question red line around desktop window maximizes when you move it

Hi I am running win7 64 bit. Its been working well since installation, but now its started instantly maximizing the window when I try to move it. As soon as I click on the title bar to move it, a red line appears round the outside of the desktop. This disappears as soon as the window has resized. I tried running the sfc scannow command, but it says the file system is fine. I tried turning of the windows snap function in the mouse settings, but no difference. Im sure Ive seen this problem before, but I can't recall the fix for it. Cheers, Barry.

It sounds like your mouse is recognizing single clicks as double clicks. Did you try a different mouse?
