Toshiba laptop L45-S7423 will not charge battery

I've got an issue that I think is motherboard related but wanted to get some feedback. I replaced what I thought was a bad battery due to the fact that it would not charge. The new battery is exhibiting the same issue, it continues to indicate charge but never really charges the battery, if you disconnect the ac cord all power is lost. I checked the ac power inverter and it is outputting 19 volts, so I think it is good. Is there something else I could try to get this laptop charging batteries, aside from replacing the motherboard?

Sorry about the bad news, but. . . .
Maybe a new laptop maybe cheaper. Have not looked yours up.
