You do need at least SP1 installed for USB2 devices to function properly.
And you can run XP w/ SP2 on your machine. I've installed XP SP2 on a machine running a Celeron 400 with 256mb memory and it worked fine.
I currently have an install of XP SP2 on a computer with an AMD 750 w/ 512mb memory and its working fine. So there is no reason for you to not have the service packs installed. Well, there is 1 reason not to.

i finally resolve my problem. today i bought a pci usb 2.0 card and now everything is fine. i think the problem was that the pen drive was only usb2.0 compliant and was not compatible to usb 1.1 despite the fact that kingston mentionned the pen drive was also 1.1 compliant.
thanks to everyone who helped me resolve this issue.

All pen drives are USB 1.1 and 2.0 compliant. There must have been a problem with your USB connector or the drivers that were installed before the new card.
