Bad CPU or motherboard???

MY Biostar M7VIG motherboard with a Athlon 266 fsb 1.4 processor started to give me fits. It keeps rebooting. It will get to the setup screen asking me to enter F1, F3 or delete key to enter setup. When I try to enter setup it will reboot all over again.
Please note that I check all jumpers, reseated processor, heatsink and fan. Cleared CMOS. Also ran board outside of computer with just only memory, processor and and power switch connected with same results. I've kinda given up on this board. Unless you have some other ideas I might try.

Now....Here's my other problem. I have a Abit VA-10 motherboard I just purchased off of Ebay that I was hoping I could start using. I inserted my Athlon 266 fsb processor into this board from prievious board and and all that runs is the heatsink fan and a red light on the motherboard. No beeps, no display on monitor, nothing. I noticed that the processor does not even get warm on this board. It seems to be not working at all.

If a processor works on one board but keeps rebooting and is dead on other board, should I be looking at replacing processor. Is it possible both boards have nothing wrong with them and the processor reacts differently on the two boards and is bad?
Your thoughts please.

Are you usind the same Power Supply in both instances?

Power supply is new. That was the first thing I changed out to see if that was problem.

Do you mean to say that it did the same thing with an older PSU? What type of PSU is the new one?
Have you checked the board for bad caps?

If you have more than one stick of memory, try them one at a time.
Did you reset the CMOS on the board from ebay?

Does the same thing with both power supplies.
One thing I'm confused about is with the Abit VA-10 motherboard has J1, J2, J3 jumpers on motherboard, but says nothing about them in manual on what they're used for . It doesn't even show jumpers in picture of motherboard. It does say in manual to make sure you set correct fsb frequency on board. I assume it means to set it in BIOS. Could it be that these jumpers are for fsb? 200/266/333? Does anybody have a board like mine?

You do have to set the FSB with jumpers on that board. Look for a chart printed on the PCB. The current FSB can be read in the BIOS.

Thanks Ol'Tunzafun, I went with a magnifiing glass looking for numbers by jumpers. Nothing. Just J1, J2 and J3. I've also search the internet high and low for instruction on how to manually set fsb on abit va-10 motherboard but found nothing. I must be missing something here. I also have the Abit VA-10 manual in front of me telling me to set fsb, but not showing what jumpers to use.

The table is not always close to the jumpers. Search the whole board.
