Is it still recommended to uninstall the old vid card drivers before installing new?

I haven't updated my drivers for quite some time because the new drivers did not do anything for my old 9800Pro. Now I have a new card, so I'm going to install the latest Catalyst. The drill used to be, uninstall old drivers, reboot, clean all remnants of the old drivers, reboot, install new drivers. Still the same drill? Any new "driver cleaner" programs I should know about?

The newer builds seem to have less problems with direct upgrades, but I normally run driver cleaner pro between different sets. There's no harm in it and it doesn't take that long. It's cheap insurance.

DC still works the best for me. NVHardpage as a cleaner, but you're using ATI.

It's really your call. If you install the new CATs over the top and find problems, then the first thing I would do is go back and run driver cleaner.
