standby mode in win98 doesn't lower temp?

Does putting your computer in standby mode in win98 suppose to lower your motherboard temp?
I've placed my system in standby mode for
hours and its still has the same temp as before standby.

Try go in bios setup and there you can setup devices that go into standby mode and there you can too set the speed of you computer, when it goes to standby. My computer allows it and he doesn`t go hot when he is standby mode.
