Floppy drive won't format, denies me access.

I have a floppy disk problem: It will not down load, says I need administrator permission-I am a single home computer, and I have win 98, with no passwords or access restrictions. When I tried to make a crash disk on Mc Afee, it says the disk is not formatted (it is). The "My computer"/"A" drive/is not accessing, and causing a freeze, requiring control/alt/del. I bought a new floppy replacement and the problem is the same. Ideas?? It will boot from dos OK - Thx2
The Most specific msg is when I try to save a file to 'A' "Access to folder:\A denied, see your sys administrator. I ain't got one I'm it!

    Thanks in advance...

The best test is booting from a diskete (a bootable one). If it works, then you messed up some settings in windows. If it doesn't, check the cable and the BIOS settings.
