Rights to edit Registry in XP

I have a pc that can run an application logged in as the Admin account, but the local user can't run it© I've given that end user full admin/poweruser rights, installed the application as the enduser and even re-proprogated all of the rights to the entire drive for this enduser© Can anyone shed some light on this? I'm stumped© Any, and I mean any, help would be greatly appreciated©
    Thank you©

Try reinstalling the program to a new folder outside of the Program Files folder.
