Reinstalling/ Repairing MMC

How do I reinstall Microsoft Management Console in Windows XP? I suddenly cannot get into Disk Defragmenter or Device manager, and instead get an MMC error message. The support docs say the MMC console can get damaged and to reinstall it, but I do not see it in "Add-Remove Programs' anywhere =(.

This all happened after I did a power failure test by unplugging my APC back ups pro and letting it shut the system down.
