Well, if you use a public anonymous proxy you'll get a dynamic IP and yours won't be visible on P2P, Web, etc...the only drawback is that you'll lose some speed...

Static IP addresses in the UK are generally for business ADSL leases and some more expensive home packages. In my experience, if you connect to the ADSL fairly regularly, you get assigned the same IP address by your ISP's DHCP server everytime you log on. This should be the case if you log on more often than your ISP expires its DHCP leases, which will generally be longer than the time between when you log on.
You can check your ip address from a dos/command window by typing in ipconfig. That will return the IP address subnet mask etc. Next time you log on, do it again and see whether it has changed. This should practically mean that you have the same IP address all the time, although it does have the potential to change.

you need to give YOUDOMAIN.COM 2 DNS server addresses usually YOUR OWN server
and your server must have a properly configure DNS server running
after that, people will automatically connect to you
of course there more that goes on under the hood, specially in the cofig area
like A record, Zone records, Reverse lookup records, PTR records, Host names, etc, etc, etc, etc
oh yeah and MX record if you plan to run a Mail server

I dunno bout crappy BT, but crappy NTL (their both as bad as one another) give you a dynamic Ip but dont bother changing it for about 4 months at a time, if BT do the same ti might just be worth figuring how often they change the IP and then reconfig everything at those intervals for the new IP
