If you found a brand new katana, why sharpen it? Especially if you're gonna use it while sword fighting your friends. Not a very smart idea. Especially since, even though the edge is dull, the tip is not.
Don't sharpen it for the sake of doing so. If you use that katana for show, then just polish it and hang it on the wall. Don't tell me you're gonna use it for sword fighting or other horrible things. Anyway, I think you need to get a permit for that thing, right? Better do all the legal stuff first or you'll get into serious trouble. Better safe than sorry!

Cbh: Most edged 'weapons' at a certain length require a permit if in public and removed from a protective case (this includes scabbards) and have to meet certain criteria (for instance, an object may be blunt, but is still considered a 'deadly weapon' if it has a thrusting point) at which point some states offer training courses and safety certification courses, others do not, which means you are 'out of luck'
As for 'using' it, there are several 'live steel' re-enactment groupds, and several 'simulated' re-enactment groups.
A good example of simulated re-enactment groups would be the SCA or Society for Creative Anachronism. Another example of a 'live-steel' re-enactment group would be "Dragon's Own" based loosely in Alberta, Canada. Since its a dying skill, many take to antiquity to learn it as a trait for showmanship or ceremony.
But is it dangerous if someone (crazy) takes the sword and hacks people up? In my country, households can only have kitchen knives. Fighting swords and knives are literally banned! Only collectable weapons are allowed here! Those 'weapons' are harmless because they are just life-like models.

After going off court twice Using sharp sword on eachother is not a big concern. We both got a home made mesh armor. But usually we block eachother's strike. By abvout 95% and 5% goes to the mesh. So no worries.
In NYC NY We are not allowed to have many variety of weapons.
Pretty sure we cant have a aircraft in our home down here.
