Go into modem Properties and lower your "Connect Speed" ( Lists the speeds the modem can use to connect. Click the maximum speed your modem can use. This specifies the computer-to-modem connection, not the maximum modem-to-modem speed, which may be limited by other links in the connection.
Not all modems support this function.)

"Only connect at this speed" (Prevents the modem from connecting at lower speeds if it is unable to connect at the speed you specified.
This is useful if you prefer to try again later rather than use a slower connection. However, make sure that the location you are dialing supports the higher speed.
Not all modems support this function.)

You could also put in an Init string in "Extra Settings" that limits your connect speed to the Internet to a speed such as 33.6k if you want. Why/what are you trying to do?

Why would you want to lag? Are you just trying to get practice in a lagged game so you can kill them too? Just curious. It's the strangest request I've ever seen!

You could also get a Program like Fresh Devices Fresh Download. Find something (preferably something you want anyway) like Linux. You can set a bandwidth in it - and pump it's priority up (over dial-up it pretty much will anyway). Then if you want more lag - just pump up the speed limit - and for less lag slow it down. Then you're also accomplishing something useful (provided there's some big files you want to download). You can also set up a chain of files.
